Non Lethal Weapon - Done

Long Ranged - Swiftness directly counters this weapon
Slow - Since they are darts they can be dodged if the target is to far away or is fast enough.
Non Lethal - The weapon is meant to cripple or disable not to kill and is incapable of doing so.
Special Abilities: This rifle fires darts.

Description: The drugged dart is a fast acting dart that spreads through the host rapidly but just makes the host high giving them clouded judgment etc.
Range: 10m
Duration: 2
Cooldown: 6
Technique Name:Steel Dart
Technique Rank: C
Description: This is a normal dart, it would be like a needle causing a small puncture to the skin and will most likely lead to piercing through all skin releasing bodily fluids.
Range: 20m
Duration: 1
Cooldown: 2

You'll have to let me know if i can buff the range for the normal dart not sure about the weakness to range ratio.

Looks good, you can increase the range up to around 20 meters if you want considering the weaknesses that you gave the weapon. Willing to be pretty lenient on the range. Bump this when you need me to look over it again or confirm it.
